Compendium of Summaries of The Annual Reports of the National Human Rights Structures of the Member States of the Council of Europe for the years 2006 and 2007

To gain comparable data on the work of the Council of Europe (CoE) member states’ National Human Rights Structures (NHRS), the ICDT compiled and analyzed the NHRS’s yearly reports of the years 2006 and 2007.

The idea of the project emerged after the CoE’s conference in Athens aiming to strengthen the NHRS, when the Council of Europe's Commissioner for Human Rights decided that it would be useful to have an overview of the work of the different institutions. Having seen the quality of work done by the ICDT throughout the implementation of its "Ombudsman Service Reform in Kosovo and Montenegro" project, the Council of Europe requested the Centre to prepare compendiums based on the yearly reports of 2006 and 2007 published by each member of the National Human Right Structures of the CoE.

Project Description

The ICDT collected 80 yearly reports of the NHRS bodies of 38 CoE member states and organized a team of legal experts led by Professor Pap at the Research Institute of the Hungarian Academy of Science. First, the experts formulated a master template which was approved by the CoE. In the next phase of the project, the compendiums were prepared in harmony with this template. Finally, all reports were presented to the Office of the Council of Europe’s Commissioner for Human Rights and edited into two separate publications for 2006 and 2007. The publications will be made public on the website of the Council of Europe, and will serve as comparable data source on the strengths and weaknesses of the National Human Right Structures of the Member States of the CoE.
