Max Steuer, student at the Budapest-based Central European University elaborated a thorough analysis on the discourse of an envisioned European Constitution, which ultimately determined the nature and inertia of the community's development. The theoretical underpinning of the paper focuses on the concept of constituent power as seen through the lenses of Jürgen Habermas’s theory and proposals. The paper reveals understandings of the democratic decision-making procedures which are strongly connected to the questions of the European identity.
